Hello I have a problem my galaxy s4 9500 I cant download anything

it closes the web and i said com.sec.android.app.sbrowser stopped

Did you try to clear app data, disable the app and reinstall updates (if any)?
And perhaps try Chrome and see if it cause the same problem?

Clearing cache and data (and then rebooting) will often solve this type of issue. Clearing data will remove any configuration and personalization choices, but it's better than your current situation.
