Help ESN Swapped?

Picked up an HTC Max to use as tablet.. Started to look into activating with my provider, and I notice the ESN under cover and the one in hardware doesnt match.. Both are clear on Swappa, but Im puzzled..

1) Hardware one shows VZW HTC One

2) Software one shows ATT Samsung M3 Mini

Ideas on what route I should go? Didnt think you could tamper with that..

Since it appears the hardware ESN is clear, is there a way to put it back?? Ive done quite a few roms and tinkering with Droids since my Eris, but never an ESN...
 
I've seen the procedure years ago to legally move from Sprint to Virgin and Boost. It was not trivial so I didn't try.

All I can say is that because you're doing a restore you ought to be OK from what I understand of the law.

As for the procedure, I guess that Google is your friend and look over all instructions and offers with a grain of salt.

I just don't get why they did it, unless they had some issues with AT&T or Verizon. That's one of Verizon's world phones with multiple radio support so they could have just put in a sim, changed some settings and have been good to go from what little I know helping others do it.
