Help EVO 4GLTE ADB "device not found" error

I have 4GLTE that has been experiencing some power button problems. My solution for the longest time has been using a proximity app for screen sleep and wake moments. Problem happened today when my phone didn't make it to the charger in time and died. Now I am unable to turn the phone back on. Knowing I might have this issue at some point I checked the USB debugging box on the phone.

I have downloaded the sdk info and have gone through that whole mess but end up with device not found error. I have tried as well as I can at work at the firehouse until tomorrow morning, internet but no approved access for install, to get a driver for my computer and best I could come up with was the HTC Sync file hoping that would help. No help.

My question is perhaps that computer won't recognize or find phone because it is actually off and can't see it. Is this the problem? Any other solutions? When I get home I am going to try using the PDAnet app to find the correct driver and maybe that will help. Just trying to get it going tonight because I have side business stuff that needs attention and only accessible on my phone.
Thanks for any help you can provide. I am a newb to all this tech stuff and especially cmd.exe prompts.
 
Yeah it may indeed be off in which case adb won't work. Either phone needs to be booted for that (even if screen is not working) or you have to be in custom recovery. Meaning you're rooted and from on off state, you typically need to use a button press combo for that which includes your non working power button in most cases.

Some phones when plugged into a wall charger or a PC via usb cable will automatically turn on. Some won't.

You can turn a device off with adb but not on. If your phone has a removable battery, you can also try removing that, plugging into wall and see if it comes on in that instance, then replace battery to keep it going. That used to work on some phones back in the day. Haven't tried that in years. Then again, my current phone doesn't have a removable battery either.
