I have the evo v 4g with midnight rom.... it charges to 99% they red dot never goes green now for some reason.... goes to 99% and blinks charge and goes back to 99% over and over wont go solid green dot even with phone off... is the phone defective or is the battery? is it the rom? im lost...

charge it overnight
your battery should be fully charged at this point in the morning, regardless of what the phone tells you.
then reboot into recovery and wipe battery stats.
reboot into android and use the phone until the battery is dead. do NOT plug it into the charger half way through.
what you are doing is letting the battery go through its full range so the PHONE knows how full is "full" and how empty is "empty"
if you start charging it halfway the phone will get mixed up and from that point on it will never be able to measure the batteries charge correctly.
you probably didnt do any of this when u first got the phone. so do it now, dont waste your time questioning if it will work, it only takes a day and most of this process involves you using your phone as you normally do anyway. its not hard

There's an app called Battery Calibration in the app store that wipes battery stats without needing to boot into recovery.
