ok so Im probably the last person to have figured this out, but just in case there's still someone out there that hasn't yet figured it out I'll post my finding.
I'm running CyanogenMod6 test8 and when I go to settings > accounts and sync > add account > facebook it just kicks me back to the accounts and sync screen. it's like I hit back instead of hitting facebook. well, really, really simple fix.
open facebook. hit menu button. scroll down to sync. select sync contacts. done. You can even access it through settings > accounts and sync now.
like I said probably old news but hopefully someone finds this helpful.
