Help Factory reset problems...

I performed a factory reset this morning and when the phone booted up after the factory reset, it proceeded to start installing apps for me and it seems to have saved some of my settings for the phone.

I've never had this happen on my Incredible as it would just wipe everything clean.

I wanted to start fresh so I could decide which apps to reinstall, etc. Anybody know why this happened? Is there another way I can do a factory reset that would just wipe everything clean?
