So do you think that Samsung will give this device access to fastboot, or will it force us to use Odin instead? Or maybe they will give us access to both Fastboot and Odin?

Yeah, generally even on unlocked devices, fastboot is either removed or blocked from the end user forcing the user to use Odin to flash through the bootloader. It's quite a royal pain because it makes things much more difficult on Macs and Linux.

From what I understand - these GE devices will follow identical unlocking protocols like the Nexus devices.

The One definitely will, HTC said so their site.

Makes sense that the SGS4 will be the same way.
