Damn...I didn't know about this California law, but it is true that peeps in Cali can be charged tax on the "full" price of the item.

No, you would pay tax on the $199.

That depends on the state. In some states if you bring a "buy one get one" coupon to McD's you pay the tax on both even though one was free. In other states you only pay tax on the cash you paid out. Same goes for "instant rebates."

Last year I bought my Pre at my local Best Buy (CA) and was taxed on the discounted price ($199.99) and after reading http://www.boe.ca.gov/pdf/pub120.pdf it states that

"you may be charged for tax on the full sales price of the
phone, not the discounted price you paid. Even if the phone is free, you may
still be charged for tax on what the phone

In California, you pay tax on the full unsubsidized price.
