I think I read that the tax is on the full retail price even if you get it at $199 is that true?

No, you would pay tax on the $199.

That depends on the state. In some states if you bring a "buy one get one" coupon to McD's you pay the tax on both even though one was free. In other states you only pay tax on the cash you paid out. Same goes for "instant rebates."
 
Last year I bought my Pre at my local Best Buy (CA) and was taxed on the discounted price ($199.99) and after reading http://www.boe.ca.gov/pdf/pub120.pdf it states that

"you may be charged for tax on the full sales price of the
phone, not the discounted price you paid. Even if the phone is free, you may
still be charged for tax on what the phone
 
I already spent my gift card on Red Dead Redemption for ps3, but I will be putting the whole thing on my American Express so I get double manufacture warranty and 90 day theft and accident protection :P
