A sane person can still lack knowledge or belief. Insanity would only apply if they are mentally incapable of distinguishing between what is morally right and wrong.
If firemen are weak, scared, and unable to save lives, well.. they shouldn't be firemen at all. Sounds like they were just a bunch of cowards to me.
