Help Fixed dialing number

I used to be a blackberry owner and was able to set the area code, etc in my phone (ie. to put it to 1+780), but I cannot find this option on the desire. I see FIXED DIALING NUMBERS in settings, but all it does is ask for some password? Does anyone know how I can go about setting it so ALL my numbers will call the area code without having to edit my contacts?

wow.. I hope this phone can actually do this. Not having this ability seems pritty last gen to me....
