Go to Settings -> Data usage
Scroll down and click (for example) Facebook.
Click the very button button that says "Restrict background data"
Voila!
Now your phone will not allow Facebook to constantly update when you don't want it to. When you click the Facebook app, it will then start sending and recieving.
TO STOP IT FROM USING FOREGROUND DATA:
Click your "running apps" button in the lower right corner, and drag the app to the left to close it. If you don't close it, it WIL continue to use data!
Many apps cause a small "options" button to appear in the lower right part of your button area. Click this and most often you can change your refresh interval to the appropriate length of time (I set Facebook to every 1 hour and every hour it uses a bit of data to sync my messages and etc once every hour).
Hope this helps guys!
