Root Flashing Rom HELP

When i flash a rom i delete factory data,cache,andd dalvic cache, Then i reboot its the same wallpaper from my last rom??? The only thing diffrent is the icons,Theres 2 launches??? Even the docks the same??????? help even the lockscreen and colors are theee same
