Root flashing viper, stuck at startup screen?

I'm wanting to start with a clean slate so I attempted to wipe manually with twrp (latest) and install viper 3.17. First, I found performing full wipe from aroma installer seems to be a no no and sits at 4%. So I'm attempting to flash with no wipe, since I did it manually. From here the rom installs fine but sits at the viper LTE splash screen during bootup. I let it sit for 30 minutes at a time, several times, and it won't startup. I'm trying viper 3.15 now with same results. I do have a nandroid I can restore but what gives? Next on the list is an attempt with carbon rom I guess. I was just trying to get a fresh start because the rom was acting kind of wacky. What am I doing wrong?

edit: 3.15 is a no go too. I have successfully restored a nandroid from earlier this month but I can't seem to flash anything else for some reason....
 
Do you always do a complete wipe both before and after flashing a ROM? Not doing that can make a perfectly good ROM not work.

I did a complete wipe manually through twrp prior to running the viper3.17 installer. I attempted to let it do a full wipe again via aroma installer but hangs every time I try. I rebooted into recovery and ran the installer without a wipe and it'll complete the install but upon first boot it sits at the red viper splash screen forever and never completely boots. If I simulate pull battery reboot it gets stuck at that screen again.

I couldn't install carbon rom. It runs the installer then fails with some error I didn't take note of. I went back to flashing the viper zip again and it actually rebooted itself during the process of installing files. From here I have up and restored a nandroid I had. I'm not quite sure why I can't seem to install anything but my backups. Would hboot 1.12.2222 be causing problems and is there a reason to update it?

EDIT: Ok, for some reason this morning I'm able to install viper 3.17 after doing the manual wipe again. I literally did nothing different but it worked this time! Weird.
