Folder Widget Contents Self Re-arranging

I set up a folder widget on my phone to put some of my most used phone numbers in it. I added them in a certain order, so without thinking I know about where they are. After a few hours the contacts will rearrange themselves. I removed them from the folder and added them back again in my order and they self rearranged themselves again. What is causing this and how can I stop it?
