Root formatting wildfire and re-install the android

I bought the wildfire yesterday , unfortunately the default language and applications has set for Arabic countries!

I've tried to "Factory Reset" the phone , but nothing has changed,

I would like to know , that is it possible to format or sth like this and re-install the Clean English version of android !!!

Is it carrier branded? If so OS it branded by your carrier?

Can be done but factory reset should do it if you set it to Arabic
