Help Foxfi (wireless hotspot discussion) compatibility (bluetooth, wifi)

Hey guys, I have a beat up at&t htc one that has no service on it and I finally got the internet pass through option to work for it and my question is, is there a way to get the hotspot to turn on without root? I would prefer to be rooted because I would know what to do but my volume keys are broken off the circuit board completely so I can't get into my bootloader or recovery mode at all let alone control it
If anyone knows a way around this please let me know. I thought about trying a set of earbuds with volume keys but I'm kinda short on cash at the moment and can't afford a 20$ set of earbuds that may not even help my cause. Plus I like to keeps things free if possible. Any helpful response is appreciated, progress is progress.

The HTC one has an option to connect to a computer and use it's internet via usb, it's called internet pass through, it works but I want to project it through hotspot so I can use other devices throughout my place
