im not an expert, nor have i done this, so im not sure of any apps

but im pretty sure what ur asking about is called VoIP, that should get you started on your search, you can google it and find out more info

groove ip + google voice. Not sure how well it works on the Triumph (I never tried it), but it works great with other phones.

2 different apps....Fring & Tango
They both do video calls also but there is an option to make regular voice calls also. I think the other person you call MIGHT need the same app installed to receive the call/video-call.

Maybe a rom issue on my part though as I'm on cm7.

Talkatone is the only client that worked well enough for me on the Triumph.

Netsmart is free. Call quality is subpar, with a max time of 30 minutes per call
