It doesn't truly explain the joke, nor make it any funnier......But my 2 cents.......
The taps and dies that come in a plastic clamshell display case, from the Wal-mart.........A complete set costing less than a large pizza:
......Are genuinely worse than useless. They look like a tool, conning you into believing you can do some useful work with them. But you will actually be better off trying to cut threads with the sharp point on that slice of pizza.
Ladies, if you see your man trying to use them, you probably would do well to leave the room. A (well justified) temper tantrum is likely just moments away.
If this is the joke, good job figuring it out.
The flaw with this plan is that if the cop isn't amused they could still get you for driving without due care.

See, all this time, I thought using my tail to pick my nose was what set me apart from the crowd.
And it lets me get gold medal distance, when flicking the product, too.

Dated a girl once with aprox 1.25" nails; She could work and type OK, but pretty much everything in day to day life definitely required extra care and technique. I never understood or liked it, but it was a serious commitment / lifestyle choice for her, (and many others, I hear). I can imagine the above is real, but even I wonder if the above isn't 'Shopped or staged, so extreme.
