My best guess is that the restroom is in a park setting. Being constructed of stone they placed the helmet warning on the wooden door and has nothing to do with the use of the restroom.
That reminds me of a car I had many years ago. I took it for its annual MOT (UK safety and vehicle condition test), the tester said " Put it this way, there's nothing wrong that a new car wouldn't fix".
