Maybe that is because packet data (GPRS or Verizon 1x) no longer exists? The S is quite old.

GPRS (2g) still exists in UK btw

GPRS is actually 1G. 2G is EDGE, the lowest I've ever seen an Android phone go. Is the phone rooted? Could be lost or corrupted APN settings.
