If you're in an English-speaking country, it should be in English. If not, probably not. It's done by geolocation (where you are determines what you get).

In your Settings app, go to Language & input, select Language, and then select the language that you wish your phone to use (all apps).

Change it back when you are done using the Play Store if you choose.
