I think this might be usefull for everywhere here ,
Still the quick Settings mod has not been implemented for A70 but you can have a look at this one :

Its is really convenient ... it even pops like this when u r in any app ...
This is a app called : WidgetSoid 2.x
This requires many mods in the widget creation itself and is not too friendly ...
I would suggest you to spend some time on it .. for learning ...
Again, you need to give a bit of time for it ...
I will give it a rating of 4/10 for its user friendly ness for creating such widget ...
