I know my phone isnt a charge but on the stock browser hit menu> more>Settings then scroll down till you find enable gif animation. Could it be disabled from the factory? I know the thunderbolt and charge are different phone but I would think they had the same basic stock browser with froyo? I can enable or disable the animated gif. So worth a shot if you havent checked this out.
