3.my gpu is powervr sgx 544mp. would it work or would i damage it?
4.---optional-- why cant i boot into download?
pls answer the first 3 abd the forth for the ones that are bored.

Since we don't know what device you have, nor exactly what you did, it's very hard to give definite answers to questions like "4", other than to say that obviously you damaged some part of the system firmware.

So, you have "android 4.2.2 no custom recovery no bootloader."
1. "Is this compatible with my android"
I guess that "this" means "gltools", since that's the title of the thread. Short answer: you haven't provided enough information for us to answer that. This XDA thread on it lists a very small number of devices which the developer says it is tested with, and mentions a few others that it sometimes works on, sometimes doesn't.

2. "can i flash the uninstall_gltools.zip without custom stuff in case i f*** up".
No. uninstall_gltools.zip is intended to be used with a ClockworkMod-compatible custom recovery. My guess is that if you don't have a custom recovery it won't even be able to make an uninstall_gltools.zip for you, but you certainly won't be able to flash it.

3."my gpu is powervr sgx 544mp. would it work or would i damage it?"
Well the developer claims it's safe as long as you have a custom recovery, i.e. as long as you can uninstall it. That implies that he doesn't think it can damage the gpu, but if it doesn't work you won't be able to uninstall it unless you can flash a new ROM.

thank you. ive installed it on a fully customized (cm10.2,cwm 6.0.2.4 and custom kernel to come) device and it worked fine. but if i cant uninstall it but from recovery then its doomed no chance for it to be installed on that device (the one threads about). cant i remove it with adb?

Depends what it is and what changes it makes. If it was simply an ordinary app there would be no need for it to produce a flashable zip for you to uninstall it, you could just uninstall from the Settings or using Titanium Backup. So my guess is that it's replacing parts of the system software, and the uninstall zip contains a backup of these which can be flashed back using a custom recovery if you want to revert to normal. In that case "adb uninstall" could remove the app but any system changes it makes would still be there.

In short, if the developer has gone to the effort of producing a flashable uninstall tool, which is produced if you select the backup option when installing the app, then you probably do actually need that to uninstall it.
