Root Going crazy after rooting

I rooted my LG Optimus L9. I know that I need to partition my SD card, but my computer (Windows 7) won't keep my phone on the HD as a drive. It is on as a removable device, but the app I need to partition the SD card doesn't see it. What can I do?
 
Hello I think i had a similar problem before, I tried to partition while having it plugged into the phone. it didnt work for me so i had to go out and buy a converter and plug my microSD into the bigger SD card so it would partition correctly. then later i figured out that i could partition on my phone useing CWM recovery tool. (that was on my prevail tho ) i just got this phone yesterday and have not tried anything yet untill i can make a stock image or find one online. id make a backup first. hope this gave you an idea.
 
I've partitioned my card with 2 fat32 (22gb,8gb) on 32gb class 10 sdhc. When I try to move apps, I get failure notices. I'm rooted.

What do I need to do to get this to work?

I'm thinking something is failing with my micro sdhc card (at least in regard to my android phone).
Here are the details:
1) The sd card has 2 partitions as stated above.
2) The first partition has data content.
3) The android phone sees the partion but not the content (what's with that?)
4) after a first partition failure due to app2sd content trying to be shifted to 2nd partition with link2sd, link2sd is no longer able to mount the second partition (fat32 or ext2).
 
I don't have this phone yet so someone correct me if I'm wrong but if this phone is like other newer ice cream (4.04) then Google took " mover to SD" ability away. I know that's the way it is on the reverb (Samsung)

??? No every app that has the feature implemented in the Play store can still be transferred to sd card. Unless you are talking about the old way of doing it which is kind of pointless. What Google did was not allow the internal memory be accessible from Windows because it then would cause a problem with your apps not showing up on your phone while it was connected. The easiest way of partitioning your sd card (which again I don't know why you would do it) is to get a microsd card read. Some are like little thumb drives. Then plug it into your computers usb port and partition it from there.
