Help Google Contact Syncing Problem

I've tried reading the various threads regarding my title with no luck. My issue is I have contacts on my phone. About 80% of them are synced with my Google contacts. But I have no idea how to get the other 20% of them to sync up with my Google account. Any help would be greatly appreciated.
 
Menu -> Contacts to display
Choose the account those leftover are associated with.
Menu -> Export
Copy the exported file to your PC.
Go to the Google Contacts website and choose Import then select your file.
 
Bigtimes, this has come up a lot. Not just with contacts, but pics etc. Google has been having issues with it's sync for a while... Apparently it's still not fixed.
This is what i did- go to your actual desktop and into gmail, then contacts. Enter the numbers that are missing off your phone directly there. Go back to your phone and manually sync contacts. This should solve the problem.
Not perfect, but it worked for me.
Make sure those missing contacts aren't already there tho or u may get doubles

I used this method back when I had my Thunderbolt and entered some contacts on the phone and forgot to make them "google contacts". Worked really well. I'm glad on the S4, it remembers and will set the default to google contact.
