I just tried using the card at a Gas Mart and it was declined, twice. I put money on it a couple of weeks ago.

It turns out, I hadn't Activated it yet, even though I could add money to it. Duhhhhh.

Haha. I haven't been using my card lately. Don't feel the need to put money on the cats every time

Also depends on the station. Some stations need >$75 to put a hold on it, in case you pump as much as their pumps support. Shell does $90, so you need >$90 to pump, then the hold's replaced with teh actual amount.
