A $25 registration fee is all that's in place. I don't know if it's per account, i.e. a developer can pay $25 one time and submit "x" number of apps to Market, or $25 per app.

When I signed up as a dev before this app was announced it was $25 lifetime. No restriction on the number of apps

The problem there is that sometimes people rate it 1 star because it doesnt work for their phone.

So, while the app may be great, it may get rated down into oblivion due to ignorant people.

Yeap, that's why I take reviews with a grain of salt. I'm sure plenty of apps that require root access get poor reviews or ratings from users who don't have root on their phone. Sorry, you should get the low rating, not the app. Or, I recall a wallpaper app that some gave low ratings too because of the wallpapers. The app only pulled wallpapers from some repository, it didn't have anything to do with the quality, quantity, etc of the wallpapers.
