I cannot run Location service in Power Saving mode without GPS. If I turn the GPS off, it will shutdown the Location service completely. Is this normal? TIA
AFAIK yes. Although you don't need to turn off GPS. Leaving it on will have no additional drain on your power. It just means that the phone will not block apps that try to access it when needed.

My brother has the Sprint Galaxy S4 running 4.4.2.
He can use Google Location service in Power Saving mode without the GPS being on, while I can't with the Note 2.
I figure it would be the same because of TouchWiz being common to both platform. Is this a wrong assumption?
