There's something that's triggering Maps to run, otherwise it wouldn't be either running or consuming lots of power.
Some thoughts:
*Most people I know have GPS off all the time and selectively enable it for navigation and geocaching. Location tagging your photos is a great way to shorten the life of your photo shoot sessions.
*Force killing apps is pretty much frowned upon now from a technical standpoint. If your system wants something running and it stays in the background, let it. Constantly killing/restarting apps will drain the battery quickly.
*If you see Maps constantly in the foreground and consuming a high % of battery, narrow down what is causing that. Latitude will do that and there might be some crapware or misconfiguration somewhere.
*Instead of force killing, try going into the application, mock-navigate somewhere, and then exit navigation. I've had apps that even between force killings think they have some mission to accomplish, so you might have to interrupt it in a more friendly way.
