Google Market is associated with an old work email account I no longer have access to if I try to delete the account it says I have to perform a complete reset which obviuously I do not want to do.

Can you just add a new account in your device settings and use that? Then try to delete the old account after you have set up a new account.
I'm guessing that your work account was set up with an exchange account which allowed required you to allow it to be a device administrator for security.
You might also check settings > security > device administrators and see if there is something in there to uncheck. Then maybe you can delete the account after that.
If nothing above works, you might talk to your IT department at work and ask them about removing the account.
