Google Play Question

If I have two android devices and I buy an app from Google Play, am I buying it for just one of the devices, or will I be able to install it on both?

As long as you use the same Google account on both phones, you're buying for both when you pay once.

That would be just like doing a factory reset and having to re buy the app all over again. I wouldn't be a happy camper then
