It seems that in order to rate an app you now have to join Google Plus. Not interested in that. Is there a way around joining?

No, they've implemented this to reduce the participation of trolls.

Also, joining is pretty pain free and doesn't flood with you spam or anything of the sort.

I, too, have avoided signing up just to rate apps. What more info does it collect than Google already does?

You will have a Google+ account soon anyways. It comes pre installed on all Android phones now (started in ICS)

From what I know, it will be automatic in the future, since your Google Account is also your Google+ account. AFAIK they're transitioning to remove the GMail profiles, and use Google+ as your Google profile page.
