Help Google Text to speech freezes phone

Hello for some reason everytime I try to make a call or goto settings or do anything I get this error and it freezes my phone until it responds. The error reads " Unfortunately, Google Text - to - Speech Engine has stopped. " Well I don't use this text to speech and I don't know why it keeps appearing and I can't disable it because when I goto my language and input settings and find text to speech it's freezes everytime. I need help because my phone is halfway useless.

I'm not sure what would cause that. Can you go to settings > applications > all, scroll down to google-text-to-speech engine and disable it like that or try clearing its data?

The only other thing I can suggest is a factory reset.
