Is this the Google Prepaid Card you are trying to add funds to?
I added funds yesterday after reading this, it worked just fine.
Someone else had a similar problem, after 3 times, it asked for their SSN in order to verify their identity. Maybe that is causing your problem.Did it make you verify your info? The first 3 times I added funds it didn't ask me to verify my info, and worked fine. It's the verification (address, phone number, etc) part that it failing.

Thanks for taking the time today to write in about this. Currently, the
only official phone for Google Wallet is the Nexus S 4G on Sprint.
Unauthorized operating systems or rooted devices may have limited or
compromised functionality, even if they're no longer rooted. These device
configurations are not supported by Google Wallet as they may expose
security risks. We strongly discourage use of the Google Wallet app on
such devices.

Added funds again today, it didn't ask for any additional info.
