In a short summary, It is a social networking app made by google to rival Facebook. It's still in beta so you can only sign in (on the android app) if you're invited. You can still install the app though which in my opinion makes it completely pointless. But, if you have friends who have one then you could get them to invite you and use the app. Basically, unless you have a lot of friends who have a Google+ account (And I could be wrong but it sounds like you dont) it would be very boring. Im a major social networker and I've never heard of it before you mentioned it. At least until it comes out of beta and goes public, you dont want it.
 
I have had it a few weeks now. It has features that beat Facebook (like editing posts after the fact for one), but it is not going to be anything important until after it goes public. Out of my ~400 FB friends, only about five currently have a + account and it is pretty boring there.
