Root Governor question

Ok I don't really know if this is something that can be answered, but how does one know what a specific governor does. For example, on Decks Reloaded there is a slew of governors. I am running Wheatley because I've gathered everyone else is, but I don't actually know why. Is there some place that explains them all or something? Sorry it takes me so long to respond sometimes or get to the thanks button, I've been in a hospice for over a month now and I go thru periods of time not working on phone bit thanks to everyone who always help me
