If you disable 3G data, no network data will be used (thus, no charge). This will result in a longer time to get a fix (A-GPS uses network data to get an approximate location). But is still fairly usable!

Edit: Well, I was only refering to the GPS itself, if you are talking about the Navigation (Google) software, then you'll need internet data enabled, since it uses it to calculate the route and download the terrain on-the-fly.
