Don't know if this will help at all, but its more information. My daughter has a completely stock TB with stock battery. GPS locks in seconds and is spot on everytime.
Someone mentioned earlier that maybe you were in a bad GPS area, but I remember someone saying that they were getting 8-9 satellites lock. It only takes 3 sattelites to get a 3D fix. Although, the accuracy is only 150ft or so, its still better than 10 blocks. With 4 sattelites locked you should see an accuracy of about 60 feet or better, etc...
