Help gps navigator

using the gps navigator built in, as i open it this happens

"failed to get subscriber info. please turn off wifi and try again."

any ideas? i turn off wifi and use mobile network i get the same thing.
i turn both off and it says "gps navigator not available"...

any ideas guys
