Help GPS problem

when I turn on GPS locator, turn off mobile data and connect my phone with WiFi network , it uses my gprs data plan. How can I solve this problem ? Please help me with this. My phone is moto g.

If I get this right, it sounds like it's using 2G data in place of 3G, is that correct?
What is GPRS?

Does it still do this if you put the phone into Airplane Mode, then turn on wifi and GPS?
