GPU acceleration dependency-Google vs manufacturers parties

Hi all,
Have been reading a lot lately on the subject (my biggest grief with Android to date is still the lack of GPU acceleration) and just now found a topic witch claimed it was up to manufacturers to implement the long waited GPU acceleration (through UIs like Sense, TouchWiz and other) and not Google. Is that true?
I think I read somewhere that LauncherPro (my preferable launcher) for instance relays partially on the GPU to achieve its almost perfect smoothness.

I have to admit- changing home screens in LauncherPro is almost always butter smooth but when we talk about pinch-to-zoom on an image or in the browser there's always an annoying delay.

So, what do you guys think? Is it up to the manufacturers and 3rd party software developers to get the job done or is it dependant on Google and its Android versions?

P.S. Can you please share ANY applications/launchers (if they exist of course) that take advantage of our Desire GPUs and offer smooth experience.

I share your desire for GPU accelerated UI and apps.
As far as I know, Sense UI uses certain optimizations that simulate hardware acceleration.
Also, it is rumored that the next Android OS version will bring full hardware acceleration, based on the implementation in Android 3.0.

There are some apps that use this technique, like Opera Mobile or Just in...

I guess we'll just have to wait and see.
