After some trouble I figured this out and wanted to make a clear cut guide to installing recovery on your stock rom with a locked bootloader. You can install flashable zips that are compatible with this device (do your research) and backup/restore.
!!!!!YOU CANNOT FLASH ROMS!!!!!
You'll first need the L9 recovery installer apk created by the developer here...

You can install it like a normal app just allow installation from unknown sources under settings if you don't already have it checked.
You'll also need busybox 1.21.0. . You can update to 1.21.1 after installation.
I recommend busybox by stericson or pro by stericson, both found on the playstore.

Once you've installed the correct version of busybox and the installer apk open the L9 recovery app. Select install recovery then jb/ics stable, grant it root rights. Once it says installed power down the device. After you boot up you'll see your front keys blinking this means you have recovery success. To enter recovery press and hold volume(-) while lights are blinking.. You are now in recovery!! I repeat !!!!!!YOU CANNOT INSTALL ROMS!!!!! This is mainly to be used for backup/restore.
