Help H+ signal but no internet access?

I've been trying to search about this but i can't seem to get the answer.
I heard about making new APN's but it doesn't work for me.
All it says is "this url is blocked" or something like that, i can't seem to use it unless use Opera mini.
Btw i had this phone for like a month already.

I think I had that happen to me before, nothing was loading
I restarted my phone up and it started working again
