Does handcent allow you to assign custom text tones to specific contacts? I don't think chompsms does (not that I can tell anyway) and I'd like to do that if possible.

Handcent does allow that. You have to open a text from the contact and there is a settings button in the upper right hand corner that will allow you to change the tone and even notification icon for that specific contact.
