Nope, the hero (and every other phone with a USB connection) is a USB slave/peripheral device, same as the external hard drive itself - as opposed to a PC which is a host/controller.
For all intensive purposes, no, it's not possible.
But...If you were to write a custom driver for the Android platform and use an exturnal hard drive with its own power source, yes, it could be possible. It would take a lot of work and a lot of techinical know-how though.

Theoretically, you could write a driver that would allow it to use it's little connector down there as a USB host port, but like I said, it would take a lot of know how, and probably spec sheets and pin-layouts that only HTC devs will have.
