Root HBoot Radio can you downgrade them?

I'm wondering can you downgrade your hboot and radio? In bootloader my hboot is 2.18.001 and my radio is 2.15.00.12.19, it says relocked at the top in S- on

and you have to either do captn's method or taco root to downgrade everything.
