Help can't boot phone

I'm stuck in fast boot mode. I can get to recovery but there is nothing on my SD card so I can't flash anything and all of my nandroids were deleted. How can I boot it up? I can't enable USB debugging so I am having issues

Wug's toolkit? I dunno. I flashed a boot.img for a gsm nexus when I'm on Verizon and boot looped it.

what happens when you plug it in when in recovery?
