Download quickboot from the market then attempt to reboot into bootloader. If you see a blue screen you have fastboot.

Yes you can use it to root your phone, it will downgrade you to VS740ZV6 and give you fastboot, then update you to stock rooted Froyo VS740ZVD or Velocity 1.0.
