Root Help google plaY error

i flashed the stock rom to my phone.When i go 2 google play i get error processing purchase [DF-BPA-13]
also i dont have service but i have wifi could this be why my phone was bricked so i didnt pay bill.

Try going into

Settings, Applications, Manage Applications, All [TAB] , then scroll down to Google Services Framework, tap on it, then Clear Data, then go back and find Google Play Store, tap on it, and clear Data.

Reboot, and it should work.

Add another account to google play. Then go to google play and set the new account and accept the terms. Try to download something..
